S.T.H.E. Captain
The streets have been over run with crime. It is no longer safe for honest citizens to walk or even drive anymore. Street gangs such as the Road Devils rule the roads and highways with an iron fist, but in the city of Blackwater, law enforcement is starting to regain control. A new unit of super cops known as the Super Tactical Highway Enforcers or S.T.H.E. have begun to gain a foothold in the streets of Blackwater. The S.T.H.E. operates above the rules and regulartions of the normal police, the only right the criminals have now is the right to die!
