GL sir,
Since Hitler would only allow the Civilians to come into town (for Obvious reasons), is because he needed people to run things for him and his troops, like the restaurant, and the bar within it. He and most of his men, went back to their cave that they were all camped out in prevoius to occupying Marwencol, to retrieve their equipment.
